The year of 2018is the 40thanniversary of the Reform and Opening Policy as well asthe 30thanniversary of the establishment of Hainan province of thespecial economic zone. On October 16, State Council approvedthe establishment of China (Hainan) Free Trade Pilot Zone (hereinafterreferred to as “Hainan Free Trade Pilot Zone”) and issued the notice ofOverall Plan for China (Hainan) Free TradePilot Zone(hereinafter referred to as the ‘Plan’).The issue of this Plan will further speed up the establishment of the open ecologicalservice-oriented industrial system and will also push forward the formation ofthe new overall open pattern.

China (Hainan) Free Trade Pilot Zone

The People’s Government of Hainan Province andMinistry of Commerce,
With reference to your request for the establishment ofChina (Hainan) Free Trade Pilot Zone, we hereby make the following reply:
I. We agree upon the establishment ofChina (Hainan) Free Trade Zone.
II. The range of implementation of China(Hainan) Free Trade Zone shall be the entire island of Hainan. The land and seaarea development and utilization must be strictly be based on the national lawsand regulations and overall plan of “all regulations in one” of HainanProvince, and must also comply with the relevant requirements for intensiveland and sea use. If an island without residents is involved, it is required tostrictly follow the Island Protection Law of the People’s Republic ofChina and other regulations.
III. The range of implementation and scope of applicationof taxation policies in the customs special regulatory area of China (Hainan)Free Trade Zone shall remain unchanged.
IV. The People’s Government ofHainan Province and Ministry of Commerce shall make joint efforts with theauthorities and offices concerned to organize and implementthe Overall Plan for China (Hainan) Free Trade Zone.

Wang Shouwen, deputy minister of Ministry of Commerce and vicerepresentative for international trade negotiation stated during the interviewwith the media that a new mission for the reform and opening given to HainanSpecial Economic Zone was an important action for China to resolve to expandthe opening to the outside world and be positive to push forward economicglobalization.
Thejournalists noticed that strengthened opening policy in key fields such as newenergy vehicles was specially mentioned in the Plan,and they expressly stated the cancellation of the foreign fund accessrestrictions for the manufacture of new energy vehicles. Since this year, thenew policies for the development of automobile industry in Hainan have beenpromulgated one after another.
Thepersonnel in the industry believe that although there is some particularity ingeographical location and natural environments in Hainan Province, a series of policy support to Hainan province from the statehas revealed the strength and resolution of China to the development of newenergy vehicles and demonstrated China’s attitude towards the reform and opening to the outside world.Furthermore, as a province that is the first to propose overall prohibition offuel vehicles in China, Hainan complies with historical orientation and is ofgreat guiding significance to the development of automobile industry.
On April 9,at the annual meeting of Boao Forum for Asia,Shen Xiaoming, governor of Hainan Province, was the first to propose publiclythat clean energy vehicles would cover the island before 2030 as his initialconsideration, and the detailed plans would be worked out three months later. ShenXiaoming said that the banned sale of fuel vehicles would be first started fromgovernment vehicles followed by buses, taxis, environmental hygiene vehiclesand other public utility vehicles and finally private vehicles.
Subsequently,on April 4, State Council officially promulgatedthe Guiding Opinions for Supporting Overall and Further Reform and OpeningPolicy in Hainan (hereinafter referred to as the“Guiding Opinions”) to fully affirm the above-mentionedactions, and stated that Hainan Special Economic Zone would be entitled to bethe free trade pilot zone for the reform and opening to the outside world andthe free trade port with Chinese characteristics. Meanwhile, it will explorethe new mode of shared economic development in Hainan, and develop pilot anddemonstration in the fields of travel, education and vocational training. Itaims to control the holding capacity of motor vehicles in a scientific andreasonable manner to speed up the promote new energy vehicles andenergy saving and environment friendly vehicles. Sale of fuel motors will begradually banned in Hainan.
Now, thedetermination of Hainan Free Trade Pilot Zone is not only the implementation ofthe Guiding Opinions, but also the provision of more convenient and more openconditions for the development of new energy vehicles in China.
Leng Hui,executive chairman of Hainan New Energy Vehicle Industrial Association, saidthat compared with other big automobile provinces in China, the automobileindustry in Hainan is less developed. But Hainanboosts natural advantages in the research, development, test, detection,certification and sharing regarding vehicles. In the recent years, HainanProvince has been energetically promoting the application of new energyvehicles around the island. The determination of Hainan Free Trade Pilot Zoneand the cancellation of foreign fund access restriction regarding new energyvehicles does not only bring better investment conditions for the developmentof new energy vehicles in China, but will also accelerate the export of newenergy vehicles. Facts prove that the promotion of new energy vehicles inHainan is in the process of accelerated development.
In July, 2018, a collaboration agreement was entered into between Ministryof Industry and Information Technology and Hainan Provincial Government.Ministry of Industry and Information Technology will support the overallpromotion and application of clean vehicles and development of relatedindustries to build the “national level new energy vehicles full-area applicationdemonstration zone”, to actively guide new energyvehicles that will be used as taxis and mini vehicle leasing service in orderto ensure that at by the end of 2019, the proportion of new energy buses amongthe increased and updated buses will have mounted to 80%.
However, thejournalists have also understood from actual interviews that although commonconsumers are in the positive attitude towards the promotion of new energyvehicles by the policies, they still doubt about the constructionof infrastructure for new energy vehicles in their process of consumption.Therefore, while planning for the promotion target of new energy vehicles,Hainan Province has strengthened the construction of the infrastructures.
According tothe “thirteenth Five-year” new energy vehicle promotion target in Hainan Province, by the end of 2020, Hainan Province will plan the promotion of more than 30000new energy vehicles, and build more than 28000 charging piles. Up to the end of2017, the holding capacity of new energy vehicles in Hainan exceeded 15000 units,and there were a total of 2881 decentralized charging piles that had beencompleted.
Obviously,while the new energy vehicles are being developed led by the relevant policies, the related auxiliary facilities have been in the process ofgradual improvement.
